It’s an exciting time to be at the Great Lakes Water Authority (GLWA) GLWA employs hundreds of technical and administrative staff, all working to ensure effective wastewater treatment and to provide our award-winning drinking water to more than 80 wholesale customers in Michigan. AMWA’s 2017 Gold Award for Exceptional Utility Performance GLWA is the recipient We are looking for a Geographic Information Systems (GIS) Analyst to perform computer applications and/or database design, development, and implementation services for interpersonal users utilizing GIS technology. Intelligent water management begins with GIS and mapping and goes beyond locating pipes and facilities. At GLWA we use GIS to analyze system performance, optimize work, and easily collaborate. Responsibilities (not all-inclusive) You will develop and deliver information products: maps, charts, reports and other exhibits; maintains enterprise and workgroup-level GIS applications and databases, building spatial analysis procedures and producing mapping products in response to business unit needs. You will collect information from databases; processes, reformats and provides analyses to partners; craft processes and scripts for use in importing data; data collection in the field; develop improvements to existing GIS software; perform quality assurance activities with regard to GIS data. Our team of GIS Analyst identifies, builds and uses GIS applications and data and are responsible for security planning data management, systems maintenance, and performance management of one or more systems. We expect you to present GIS system and cartographic mapping elements, integrate GIS element with other technology and coordinates GIS integration with other application software. You will transpose and transform complex data from records maps, CAD drawings, city/county land base maps, water and sewer modeling and other source documents into GIS and/or related databases. You will also maintain Spatial Data to reflect current assets and infrastructure for water and sewer and reliable back-up of GIS systems and data. Our team members perform related work duties as assigned. Required Education & Experience Do you possess a domain-specific entry level certification (i.e. Certified Business Process Analyst or JAVA Programming Associate)? Associate Degree in Geographic Information Systems, Geospatial Sciences, or related discipline A minimum of one (1) year of experience; or combination of related work experience and education Knowledge of: Do you have knowledge of concepts and procedures in one of the IT disciplines (i.e. networking, database administration, systems or applications support, GIS or project management)? Web Server (such as Apache, Tomcat, Mongrel, IIS) System Development Lifecycle and Agile development methodologies COBIT and ITIL, including Software/Systems Development Life Cycle for application development and management Principles and practices of the functions performed by IT Services Principles and techniques of systems analysis, design and development lifecycle Installation and maintenance of hardware, software, application, database, and network components Water and wastewater business functions and operations ESRI GIS software including the ArcGIS application suite and ArcGIS Server Autodesk AutoCAD and Bentley Micro-Station software and data formats Oracle or related RDBMS skills including development skills Photogrammetry, including interpretation and manipulation of digital aerial and satellite imagery Michigan’s geographic coordinates systems Interpretation of legal descriptions Skill to: Do you have the skill to use advanced technology and perform in a busy environment, with frequent interruptions and still be able to prioritize and resolve conflicting requests? Install, remove, and make modifications to technology Work in a professional manner with access to confidential and other data types and a team environment that provides the capacity for IT project delivery Exercise good judgment, discretion, maintains confidentiality, and work with independence, initiative and professionalism Resolve technology and user issues to end-users of varying computing skills Deliver quality written documentation and presentations, including the ability to make technology understandable to end-users Understand and translate the needs of dynamic users into IT system requirements Ability to: Can you demonstrate willingness and ability to actively and successfully develop GIS applications and spatial databases, bring together, handle, and analyze spatial data, and build spatial data output? Work independently, and as part of a team, providing timely and high quality customer-focused services Demonstrate critical thinking ability Define appropriate technical approaches and solutions to projects and business initiatives Determine critical project criteria to ensure project completion Demonstrate leadership skills and deep understanding of IT principles and procedures Organize, perform and or oversee technology tasks and projects Install, remove, and make modifications to technology Instruct groups or individuals on technology Interact and communicate with IT staff and business users Write technical and non-technical documentation Apply IT policies and programs in a manner aligned with the Organization mission, goals, and strategies Learn new application software packages, operating systems, and IT processes and procedures Establish and maintain effective working relationships with others Communicate effectively, both verbally and in writing Understand and follow verbal and written instructions Establish and maintain effective working relationships with others, and lead team activities or to work as a team member Communicate frequently with team members and other units across the Organization about process, equipment or potential problems Develop proficiency in unit specific operations and software Essential requirements: Physical Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential duties of this job. Essential duties require the mental and/or physical ability to work in a standard office environment; read fine print on blueprints and display terminals; converse by telephone, two-way radio and in person using writing instruments, calculators, and personal computers; and strength to lift and carry up to 40 pounds. The work requires the ability to distinguish colors and to hear audible alarms. Incumbents may be subject to potentially hazardous physical conditions, atmospheric conditions, extreme temperatures, intense noise, and/or vehicle traffic. Employees will also be required to pass a bio-mechanical physical. Environmental Working Requirements: Work is performed within an office, plant environment, remote sites, or other locations within the GLWA Service Area. Employees within this classification may be exposed to dust and electrical connections, and frequent work with computer equipment.
