The ideal candidate will have self-perform construction experience on active passenger rail systems. The candidate must also have demonstrated the capability to manage a design-build project valued in excess of $250 million, which includes prior management assignments at or above the Project Manager level. Experience should include labor relations in a union environment and positive interactions with major transit agencies or Amtrak. Relocation may be required. **Responsibilities:** + Acts as the Company representative with the JV partners, client, government agencies, utilities, project stakeholders, Lead Designer, subcontractors, suppliers, and unions. + Collaborates with Business Development and Estimating personnel to pursue and secure work, including active participation in preparation of Technical and Price Proposals. + Coordinates the development of Preliminary and Final Designs, while ensuring adequate constructability reviews. + Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions for an assigned project, including preparation of the project schedule. + Determines staffing requirements and organizational chain of command including responsibility for hiring, evaluation, training, promotion, and termination of employment for jobsite staff. + Evaluates and manages the selection, acquisition, maintenance, and disposal of equipment. + Manages the buy-out process for subcontracts, purchase orders, and professional service agreements. + Negotiates the pricing of changes to the scope of work with the client and with key suppliers and subcontractors. + Directs the overall planning and prioritization of construction activities including the selection of means and methods and the allocation of manpower, equipment and materials. + Delegates authority for executing project scope, then monitors performance to meet or exceed goals for safety, cost, schedule, and quality. + Actively promotes and supports safety policies and monitors the jobsite for good safety practices and OSHA compliance. + Ensures effective implementation of and compliance with all Company and client policies and procedures, consistent with the Contract and governing law. + Performs other responsibilities of a Senior Project Manager as may be appropriate. **Job Requirements:** + Bachelor's Degree in Civil Engineering or a related field. + 20+ years of heavy civil construction project delivery experience + Self-perform contractor experience with complex heavy civil projects on active passenger rail systems in the United States. + Experience in the New York metropolitan area or in a similar union-dominated labor market. + Experience preparing technical proposals and cost estimates for heavy civil construction projects. + A strong network and staff following to help staff projects as needed. + Strong written and oral communication skills \_ Ready for action?
